The paper „Illicit Financial Flows“, was prepared by the Permanent Working Group on Financial Policy, Taxes, Budget and Financial Markets of Managers in the Friedrich-Ebert-Stiftung. Issues covered by this paper are tax evasion and avoidance including transfer mis-pricing, methods of transfer as well as the quantities and impact of illicit financial flows.
