The journal contains various articles by contributors on the extent of IFFs in Africa. African rulers carry much of the blame, not only do they allow this theft, but in many cases they are the instigators and the greatest beneficiaries. In addition to perpetuating gross inequality, corruption also gums up the gears of business. It creates uncertainty in the minds of investors, especially foreign businesses that have to determine who should be bribed and the amount to be paid. Citizens also suffer the direct effects of corruption. Officials may withhold services based on flimsy excuses, unless a bribe is paid.
