This thesis published by Helsinki University, concerns African small arms control practices and how these have emerged and changed over time. It exclusively seeks to explore the rationale behind and significance of the development of regional small arms control in Africa, starting in the late 1990s. It is explained that Africa has limited small arms production yet the continent appears awash with small arms.
