The article details the uncertainty surrounding the exact figures off losses with the $50bn of illicit tax flows out of Africa alleged by certain international non-profit advocacy groups. The debate centred around the initiative to stem base erosion and profit shifting (Beps) which has created an awareness of taxation issues surrounding large multinational companies. Experts however disagreed on figures bandied about on the estimated tax losses due to illicit financial flows attributed to Beps. They recommended that a detailed independent analysis of the allegation is required to determine if the claims are real. Failure to move beyond the superficial allegation not only causes unnecessary conflict but will also cause key revenue authority resources to be misallocated.
