N2  - Afghanistan has an especially difficult problem with illicit financial flows. According to the Ministry of Finance, of all the financial flows in Afghanistan, approximately 65 percent of the funds are illicitly earned, transferred, or used. This total includes IFFs linked to money laundering, tax evasion, corruption and bribery, and lost Customs revenues. For this reason, curbing IFFs is a major challenge and priority for Afghanistan.
