<dc:Description>This is a joint Issues Brief by the OECD and UNODC. It draws almost entirely on the OECD’s Framework for Policy Coherence for Sustainable Development: Thematic Module on Illicit Financial Flows. This paper is intended to help policymakers across governments, as well as competent authorities, regional networks and in industry, to understand the complex web of policies involved in combating illicit financial flows, and in particular to highlight the issues of coherence that arise and how they can be addressed. Illicit financial flows and measures to combat them are a complex and multi-dimensional area of international and national economic, development, security and rule of law policy. There is therefore a high risk that policies regarding illicit financial flows will be incoherent or badly coordinated, and that their effectiveness will suffer as a result.</dc:Description>
