The report focuses on criminal trade and money laundering arguments, reported to be fiercest in Nigeria and South Africa, the continent`s two biggest economies. Governments have been making little headway in stopping the outflow of capital from Africa and the criminalisation of trade. The report is based on Mbeki’s remarks at a United Nations seminar in New York in February 2014: The need for technical capacity to deal with sophisticated companies with lots of resources who are able to hire the best lawyers and the best accountants in the world is cited. The losses have been biggest in the natural resource sector, including gold and diamond mining in South Africa and oil and gas in Nigeria. In Nigeria, the illicit outflow has worsened in recent years.
