This is the report of the HLP Chair and his delegation on their visit to Paris, France and Belgium, Brussels followed by a visit to the United States of America in February 2016. This visit, as its predecessor was aimed at achieving the dual objectives of using advocacy and sensitization to create a broad coalition of support with regard to the findings and implementation of the recommendations of the report, as well as following up on the implementation of the recommendations by various actors with the view to mobilizing concrete action and coherent support for the African Union Assembly decision on IFF as well as the recommendations of the Addis Ababa Action Agenda on Combatting IFFs.
