These are the terms of reference for the Consortium on Illicit Financial Flows (IFFs) established as part of effort to implement the recommendations of the HLP.The consortium of stakeholders would serve as a coordinating mechanism to oversee the implementation of the recommendations of the High Level Panel. The Consortium seeks to leverage partnerships and provides overall strategic direction of efforts to stem IFFs from Africa.
