The proposals made in this report are based on two premises: one, that economic growth is the main driving force behind poverty reduction, and, two, that a dynamic and progressively deepening financial system accessible to all is an essential prerequisite for ensuring economic growth. The recommendations ensuing from these premises are governed by three principles: collaboration, comparative advantage, and value-added. The collaboration principle recognizes that the formulation and implementation of policies is primarily the responsibility of member countries themselves, and that the Bank is only one among many donor countries and institutions pursuing their own strategies to assist African countries in the latter’s efforts to develop the financial sector.
