This report offers a rigorous analysis of the crisis and the danger it possess to Africa’s development and socio economic security. While the recommendations are largely administrative, the analysis soundly explores the phenomenon and lays bare the scale and complexity of it. This report indeed affirms the longstanding position of TJN-A and its members and partners that African countries can raise adequate resources domestically to fund their development. Second, that Africa as a continent, is a net creditor to the rest of the world not least because of the estimated US$60 million Africa losses each year to illicit financial flows. The Panel’s challenge to African governments to take the lead in addressing the IFF is most appropriate because “the sources of IFFs are from within our continent, and the fundamental responsibility for eliminating the sources rests with the governments of African states”.
