This paper sets out a definition of illicit financial flows, it considers the approach to such flows in proposals for the post-2015 sustainable development framework, explores evidence of the damage done by illicit flows, proposes alternative measures, and provides a tentative analysis of the economic costs and benefits of these measures, on the basis of currently available evidence.
